Documenting District Governance in India through its Institutions, Structures and systems at the district level. While some such efforts were made in the British gazetteers, IIPA, New Delhi proposed to go beyond the existing framework of District Gazetteers. It envisaged a much more comprehensive, deeper and innovative design for the study of the contributions of the District governance since Independence. Regional Branches of IIPA were asked to select a district and go ahead with the study and send a report.

IIPA-KRB selected Chikkamagaluru District for the study. It was entrusted to Dr Vishnumoorthy Prabhu. After obtaining material and data from various sources within and outside the district Dr Prabhu prepared a draft report. The report was revised by IIPA-KRB and after finalisation, it was sent to IIPA, New Delhi."
